This allows mapping pages from others than the running task. Obiously
this can only be done with proper preparations (the task in question
cannot exit before the mapping is released).
reason:
Since we decoupled counting and sem count,
we changed the meanings of three key global variables:
g_iob_count: A positive number indicates the available number
of IOBs, while a negative number indicates the number of waiters in iob_alloc (when throttle == false).
g_throttle_wait: Represents the number of waiters in
iob_alloc (when throttle == true), and it will not be negative.
g_qentry_wait: Represents the number of waiters for
qentry, and it will not be negative.

This change brings us a step closer to an easy SBOM generation.

This is a memory monitoring interface implemented with reference to Linux's PSI (Pressure Stall Information),
which can send notifications when the system's remaining memory is below the threshold.
The following example code sets two different thresholds.
When the system memory is below 10MB, a notification is triggered.
When the system memory is below 20 MB, a notification (POLLPRI event) is triggered every 1s.
```
int main(int argc, FAR char *argv[])
{
struct pollfd fds[2];
int ret;
if (argc == 2)
{
char *ptr = malloc(1024*1024*atoi(argv[1]));
printf("Allocating %d MB\n", atoi(argv[1]));
ptr[0] = 0;
return 0;
}
fds[0].fd = open("/proc/pressure/memory", O_RDWR);
fds[1].fd = open("/proc/pressure/memory", O_RDWR);
fds[0].events = POLLPRI;
fds[1].events = POLLPRI;
dprintf(fds[0].fd, "%llu -1", 1024LLU*1024 * 10);
dprintf(fds[1].fd, "%llu 1000000", 1024LLU*1024 * 20);
while (1)
{
ret = poll(fds, 2, -1);
if (ret > 0)
{
printf("Memory pressure: POLLPRI, %d\n", ret);
}
}
return 0;
}
```

If the CAN stack receiving packets fast, but the application layer reading packets slow. Then `conn->readahead` will continue to grow, leading to memory leaks. Finally CAN stack potentially starve out all IOB buffers. To prevent memory leaks, users can restrict can socket buffer length.

umm_memdump() should be always declared otherwise we get error when DEBUG_MM=n:

This revises vm_map_region() by accepting unaligned paddr, which is
aligned-down before mapping and in-page offset is then added to vaddr
before returning. It also moves vm_map_region() and vm_unmap_region()
to vm_region.c.

This patch adds definitions to support user space device mappings
that allows devices like frame buffer to be accessible from user
space in kernel mode.
The are mainly two changes:
- in `mm/`:
added vm_map_region(), vm_unmap_region() for drivers to do
device mapping easily.
- in `arch/`:
extended ARCH_SHM_NPAGES as user-space mapping region size.
decoupled ARCH_SHM_MAXREGIONS from region size calculations and
limit its usage only for SysV shm purposes.

The RMT (Remote Control) character driver allows to use the RMT
peripheral (usually, a one-wire peripheral dedicated to driving
IR remote control) as a character driver.
Please note that this perpiheral depends on the lower-half specific
driver implementation.
No memory map count limit that will exhaust memory and cause
the system hang. Also that fix pass LTP posix case mmap/24-1.c
