fix various coding style issues for drivers/sensors:
- remove redundant `#define CONFIG_XXX` that should be provided from Kconfig
- correct section banners
- remove empty section banners
- fix some function banners

Most tools used for compliance and SBOM generation use SPDX identifiers
This change brings us a step closer to an easy SBOM generation.
